NOTICE IS HEREBY GIVEN that the City of Leavenworth has issued a Determination of Non-significance (DNS) per the State Environmental Policy Act Rules (SEPA, WAC 197-11-340) and the Leavenworth Municipal Code. The lead agency will not act on this proposal for at least 14 days from the date of issuance on October 15, 2021.
Description of proposal: Updates to the Leavenworth Comprehensive Plan to reflect the recommendation of the Housing Action Plan, recommendations of the Planning Commission and to streamline and improve the function of the Comprehensive Plan. Updates, include but are not limited to, changes in the land use designations to increase options for residential density and change the Osborn site to a recreational designation; updates to the goals and policies (to consolidate the over 300 G&Ps to a more functional number); updates to the land use, housing and economic development elements to reflect new demographic information (primarily from the Housing Action Plan; updates to the Capital Improvement Plan; and updates and/or removal to the appendices.

The lead agency for this proposal has determined that the proposed amendments do not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(C). This decision was made after review of the completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
The comment period for the DNS begins October 15, 2021 and will end on November 3, 2021. Interested parties are encouraged to comment on the proposal.
