On October 27, the City Council adopted Ordinance 1726 - Adoption of the 2026 Comprehensive Plan. Our 2026 update effort is complete! You can view the final, adopted version of the plan below.
The City of Leavenworth undertook a major update of the Comprehensive Plan and development regulations.
What is the Comprehensive Plan?
The Comprehensive Plan is one of the community’s most important tools in planning for the future. The plan includes a community vision, goals, policies, and action items that guide day-to-day decisions by local elected officials and City staff. The plan is organized into the following eight elements plus technical appendices.
Why are we updating the Comprehensive Plan?
The City must update the Comprehensive Plan to comply with a State law known as the Growth Management Act (GMA). This was a major update, which occurs every ten years. The City may conduct minor updates on an annual basis. The previous plan was adopted in 2021.
This update was an excellent opportunity to ensure the plan continues to represent the community’s vision for the future. For more information see Additional Resources below.
Your participation was key to the planning process. The City’s Public Participation Program described how the City engaged the community throughout this process. Public participation started with a trio of collaborative Community Visioning workshops in 2024 and continued through spring 2026.
