Request for Proposal (RFP) for Inclusionary Zoning Feasibility/Nexus Study

The City of Leavenworth, Washington (the “City”), invites qualified consulting firms to submit proposals to conduct a feasibility and nexus study related to the implementation of an Inclusionary Zoning policy. The study will specifically analyze the viability of imposing a fee on building and development permits to fund affordable and workforce housing initiatives.

Leavenworth faces increasing challenges in providing affordable and workforce housing for its residents. As part of its commitment to addressing housing affordability, the City is exploring an Inclusionary Zoning policy and a fee structure that would generate funds to support affordable and workforce housing development. This study will assess the legal, economic, and financial implications of such a policy to ensure it is effective, equitable, and legally defensible.

Proposal Submission Procedure

Submissions shall be sent electronically to Andrea Fischer, City Clerk, at [email protected] by 4:00:00 PM on Friday, March 28, 2025. Late or incorrectly submitted submissions will be automatically disqualified from consideration. Any proposal received after the specified date and time will automatically be rejected and will not receive any further consideration by the City.

The City of Leavenworth reserves the right to amend terms of this “Request for Proposal” (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
