About the Upper Valley Park and Recreation Service Area (PRSA)

The Upper Valley Park and Recreation Service Area Board, also known as the PRSA, was formed in 1997 with representatives from Chelan County, the City of Leavenworth, the Peshastin Community Council, the Chumstick Community Council and Cascade School District #228.  The initial objective of the formation of this Special Purpose District (legal entity separate from the City of Leavenworth) was to build a new pool and request support from the citizens within the boundaries of the PRSA through property tax assessments for the ongoing maintenance of the new pool.  The Board is currently exploring community interest for the expansion of services and possible changes to the area boundaries as well as consideration for extension of the Interlocal Agreement that will expire by 2022 when all indebtedness will be repaid.

The current boundaries extend beyond the City of Leavenworth extending out a portion of the Chumstick Highway, Icicle and East Leavenworth Roads and a portion of Peshastin with most properties located just west of Highway 97.

The Board meets quarterly each year to review and assist the City of Leavenworth in passing the budget for operation of the pool and reviews recommendations for future expansion of recreational opportunities.  Due to this joint relationship, the PRSA Board has not had a separate budget document; all budget figures were located within the City of Leavenworth’s Budget for the Pool Fund.  Beginning with the 2017 Budget Year the PRSA Budget will be separate from the City’s Budget; however, the PRSA Budget will only include collected property tax revenues from the Chelan County Treasurer’s Office that will be issued to the City for expenditure use for pool operations.  For questions regarding the Upper Valley Park and Recreation Service Area please contact Chantell Steiner.
