Memorandum: Pine Street Reconstruction Project – Phase I

The City of Leavenworth City Council awarded the Pine Street Reconstruction Phase I Project to Strider Construction on May 20, 2019. The onsite construction is scheduled to begin on June 17, 2019. The construction schedule is very compact, 44 working days; the tentative completion time for the project is the week of August 19th. To accomplish this goal, the work schedule for Strider Construction will be 5 days a week, Monday through Friday, with a number of 10-hour days. Work will begin at 7:00 AM.

Beginning on Monday, June 17th, Pine Street from Titus Road to Ski Hill Drive will be closed to all traffic except residents needing to access their property. The multiuse pathway located along the north side of Pine Street will also be closed for safety concerns for the duration of the project. In addition, the project does include the replacement of all corner street lights in the project area. The current streetlights will be removed and the intersections will be dark until the new streetlights are in place.

The contractor will try and provide property access to the individual homes on Pine Street; however, there will be times during the construction day when access may be closed for periods of time as work is being completed. In addition, some homes may be without water for several hours during the day as this project does include the replacement of some sections of water transmission lines. A notice will be provided to those homes when the loss of water is anticipated.

Notice is hereby given that the City of Leavenworth is seeking qualified providers for a Permit Tracking System to obtain the most comprehensive tracking program with competitive pricing, reflecting the City’s current and projected permit volumes for Development Services and Public Works permits.

Architectural Services for Front Street Park Restroom and Stairway Access

This Addendum refers to the Request for Qualification/Proposal for Architectural Services for Front Street Park Restroom and Stairway Access and a question raised during the solicitation period regarding the selection process.

The evaluation and scoring of firms providing a proposal will be based on qualifications and experience as stated in the RFQ/P. The City will not be using the Rate and Fee information in the scoring and selection process. The RFQ/P requests that the Rate and Fee information be provided with the submittal information in a separate sealed envelope. The rate and fee information will not be reviewed until after the selection process is completed.

The Proposal deadline remains unchanged at this time: 4:00 PM on June 7, 2019.

The City will be hosting an informal public workshop on the proposed Code Amendments at City Hall, 700 Highway 2, Leavenworth on June 6, 2019 at 6pm. The public is encouraged to attend for an overview of each group of amendments followed by a question and answer period. The amendments, as reviewed at the Planning Commission Hearing, are available online at:


  1. Planned Development Chapter 18.40 Amendments;
  2. Development Standards, new LMC Chapter 18.25 with amendments to LMC Chapters 18.20 Residential Low Density 6,000 District (RL6), 18.21 Residential Low Density 12,000 District (RL12), 18.22 Multifamily Residential District, 18.23 Residential Low Density 10,000 District (RL10), 18.24 Supplementary Residential Districts Regulations, 18.04 General Provisions and Section 21.90.030 Definitions; and,
  3. Stacked Parking, new LMC Section 14.12.115, new definition LMC 21.90.030, new use permitted in LMC 18.28.020 General Commercial District, 18.32.020 Central Commercial District, 18.44.020 Tourist Commercial District and 18.22 Multifamily District.
