Call for Bids: Commercial Street 3rd-8th St. Reconstruction Project

Notice is hereby given that sealed bids will be received by the City of Leavenworth City Clerk until 2:00 PM on March 23, 2015, at which time bids will be opened and publicly read aloud.

A mandatory pre-bid conference will be held at 1:00 PM on Tuesday, March 10, 2015, at Leavenworth City Hall.

Bid proposals may be sent by mail, or hand delivered, to the City Clerk at City of Leavenworth, City Hall, 700 Hwy 2, Leavenworth, WA 98826, prior to the opening. The envelope shall be plainly marked with “SEALED BID for the City of Leavenworth – Commercial Street 3rd – 8th Reconstruction” and shall clearly indicate the name and address of the bidder. The bid opening will take place at the City of Leavenworth, City Hall, 700 Hwy 2, Leavenworth, WA 98826. Proposals received after the time fixed for opening will not be considered.

The improvements for which bid will be received are generally described below:
Includes approximately 1648 CY of roadway excavation, 400 CY unsuitable foundation removal, 1900 Tons of gravel borrow, 1205 CY embankment compaction, 3126 LF underdrain pipe, 15 catch basins, 672 LF storm sewer pipe, 7 gate valves, 4 hydrants, 1104 water main, 403 CY Gabion Cribbing, 1270 Tons crushed surfacing top course, 582 Tons HMA, irrigation system, 2730 LF cement concrete traffic curb and gutter, illumination system, such as soil stabilization, mailboxes, utility relocations, utility adjustments, pavement markings, signing, seeding, erosion control, traffic control, surveying and Bid Alternate #1 – snowmelt system and associated items .

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in the amount equal to five (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Leavenworth.

The City of Leavenworth in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that is will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Bidders are encouraged to receive automatic email notifications of future addenda and to be placed on the Bidders List. Contract documents are also on file for inspection at the City of Leavenworth, City Hall, 700 Highway 2, Leavenworth, WA, and area plan centers.
